The greatest opportunity for the reduction of risk occurs in the design phase of the system or process. Hazards that can be eliminated should be eliminated. Hazards that are not present have very little potential to cause harm. Where hazard elimination is used in order to reduce risk it is very likely that the system or process will remain inherently safe provided the user understands how and why the hazards were eliminated. Communication of this information to the user is imperative in order to ensure that the system or process is used within its limits and that the user does not make changes that could reintroduce hazards that were thought to have been eliminated by the supplier.

The supplier risk reduction or protective measures section includes many industry recognized terms so that during the final evaluation of risk, one can quickly refer to the appropriate ISO, ANSI, CSA, IEC standards, and European Norms for definitions and further clarification. For example, categorization of interlocking systems can be based on EN 954-1, ISO 13849-1, ANSI/RIA R15.06, CSA Z432 or CSA Z434. This feature can drastically reduce the time required to evaluate the reliability of the interlocking control system.

The user risk reduction or protective measures section includes the factors that will further contribute to keeping people safe once the system or process has been deployed. This section is useful in determining the level of awareness, skill, and instruction needed to ensure an adequate level of safety. Risk reduction factors implemented by the user often need to be sustained as part of the overall safety management strategy.
